The word “therefore” in 4:1 draws a conclusion to the truth the apostle has just presented in ch. 3.Since it was possible that the recipients of this letter might fall into a similar pattern of unbelief and disobedience, he gives an exhortation in light of the promises given in the Son/Revelation: “Let us fear lest any of you seem to come short of it.”

Passage:
Hebrews 3:7-15
Description:
God sent Moses to lead the Israelites out of Egypt to the promised land of Cana. It was a trips which should have taken eleven days, but took forty years. Why did it take so long? Hard hearts and unbelief. The warning this morning is against allowing our hearts to become hard as those Israelites. To this day such an attitude persists in people's hearts, which is why the warning found in Hebrews is still needed.

The whole chapter is a declaration and celebration of God's final word to the world — Jesus Christ the Son of God. He has not mentioned a word of application or an exhortation to this point.
But now, as a concerned pastor, he pauses to apply what he has written. It is the first warning.
